Border_Gateway_Protocol (BGP) is classless protocol and EGP protocol which refers to exterior classless path vector routing protocol. Border gateway routing protocol administer to trading routing information among different autonomous system over the internet. BGP hold uncounted Not protechted security, since it works with the received information from neighboring routers which could be wrong sometime. Routing is the backbones of any network, the road transport network to the wide area network via telecom network. Its
Need or significances networks (which have no middle center), that is to say, in networks where information is not spread.in this work there is a use of path change with weight up and down technique.

Abstract
In this Paper we have attempted to briefly review the advancement and aspect of information technology for Good Governance. For emerging nations, technology is a tool for improving the quality of life for millions of people. The augmentation of information technology has an extensive embryonic in every manner of good governance. IT plays an important role to contribute in good governance of a country like citizen’s welfare, Trust
and Accommodity, Democracy, Nations Economic Growth, Citizens Awareness etc. Therefore, the present study is undertaken to review the literature on the effects of IT on good governance. The study will provide an extensive and adequate literature review which will help the government and academicians to know about the already researched areas and
to explore gaps in the available literature for future research possibilities.

Abstract
In the near future, a computing environment can be expected to be based on the recent progresses and advances in computing and communication technologies. Adhoc networks usually refer to networks created for a special purpose. The topology in ad hoc networks may change rapidly due to the unpredictable mobility of individual devices. Mobile network include both infrastructure wireless network and infrastructure less network. Mobile Adhoc Networks is useful when infrastructure not available, impractical, or expensive and Adhoc network used in military applications, rescue, home networking
etc. Mobile Ad-Hoc Network has security attacks due to its features of open medium, cooperative algorithms, lack of centralized monitoring, dynamic changing topology, and management point, and often lack of a clear line of defense.

Image Segmentation Using Region Growing Algorithm over the AWGN Channel For BPSK And QPSK Modulation

Abstract
Image segmentation is an important image processing technique which is used to analyze what is inside the image. Image segmentation is used to separate an image into several “meaningful” parts. In modern age, visual information is transmitted in the form of digital images becoming a major method of communication, but the image obtained after transmission is often corrupted with noise. The main aim of this thesis was evaluate the
performance of image segmentation using region growing algorithm over the Additive White Gaussian noise channel. First part of this thesis, the segmented image was transmitted over the Additive White Gaussian noise channel using the Binary Phase Shift Key and the Peak Signal to Noise ratio, Signal to Noise ratio, Root Mean Square Error and Means Absolute Error of the segmented image were calculated by use of the median filter and without median filter. The region growing segmentation method and Additive White
Gaussian noise channel was used for this thesis. And the second part of this thesis the segmented image was transmitted over the Additive White Gaussian noise channel using the Quadrature Phase Shift Key and the Peak Signal to Noise ratio, Signal to Noise ratio, Root Mean Square Error and Means Absolute Error of the segmented image were calculated by the use of median filter and without median filter. In base paper image was corrupted
with noise and Peak Signal to Noise ratio, Root Mean Square Error were calculated by using the filters with and without filters.
